Four deaneries are funded under this project – one on the Mornington Peninsular, one in Dandenong and two in the western suburbs of Melbourne. One of these deaneries was visited, the Sunshine Deanery, which is located in a traditional manufacturing area in the west of Melbourne. In this area, average home incomes are lower than in other regions of the metropolitan area. There is a relatively high unemployment rate, especially among youth and people from a non-English speaking background. The area has a diverse ethnic mix resulting from successive migrant waves from southern Europe and recent waves from Indochina and Africa.
These are: – information sharing; – identification of gaps in services; – occasional joint projects; – integration of services (a one stop shop); and – lobbying for change. As outlined above, however, the remit of the YACs given by the National Government extends across the first three of these, but not to the last two. This confusion led to some suspicion at the local level about the intentions of the government in promoting the YACs’ role as a local co-ordinator. There was a feeling, at the local level, that the government had a hidden agenda to cut back on funding, and that this was at the heart of the drive for better co-ordination of services.
It takes time to convince teachers that the structural changes are essential and that all students are worthwhile.
